The Navigation toolbar below use to be at the bottom left corner of my Outlook, and I liked it that way. But suddenly it was moved to the left and I did not recall changing the position. It turned out that Microsoft has been forcing the change in their recent updates. If you are like me and like to have the Outlook Toolbar at the bottom, follow the simple steps below, and bingo your Toolbar is back at the bottom where you like it.
1) Open Outlook
2) Click on File at the top left
3) Click on Options at the bottom left
4) Click on Advanced on the left, on the new pop up Window
5) Under Outlook panes, uncheck the box Show Apps in Outlook
6) Click OK at the bottom.
7) Restart Outlook
The Navigation Toolbar will now be at the bottom of Outlook.
